Well, it's not like Norway's really densely populated.
Lots of space where nobody sees you to have "public" sex.

Hey, it's not like I didn't find a place to have "public" sex when I was in the Netherlands, too ;)
On average, I see people having public sex about once every year or two - it's common, but not exceedingly common.
